MANAMA, Bahrain — Demonstrating a unified approach to migrant worker welfare, the Philippine Embassy in Bahrain, alongside key government agencies and community partners, rolled out a comprehensive series of frontline service and empowerment programs across Manama on July 17. The joint initiatives—comprising the monthly Lingkod Kababayan Friday, an IELTS Orientation Program, and a specialized Barista Skills Training—underscored the Philippine government’s ongoing commitment to protecting and upskilling Overseas Filipino Workers (OFWs) despite ongoing regional security challenges.
One-Stop Frontline Services at the Embassy
The monthly Lingkod Kababayan Friday transformed the Philippine Embassy in Manama into a single-window service hub for the local Filipino community. OFWs accessed vital public services, including consular services, Overseas Voting Registration, Social Security System (SSS), and Pag-IBIG Fund assistance. Additionally, the venue provided Assistance-to-Nationals (ATN) support, employment contract verification via the Migrant Workers Office (MWO-Bahrain), as well as OWWA membership renewals and welfare assistance.
Philippine Ambassador to Bahrain, H.E. Gines Jaime Ricardo D. Gallaga, led the initiative alongside Vice Consul Charlie Froilan T. Prenicolas, Labor Attaché Dr. Orville A. Ballitoc, OWWA Welfare Officer Juvilyn B. Gumabay, and SSS Representative Dalynn Mendoza. Among the beneficiaries was Mary Ann Salmona, 50, a sales professional from Quezon City, who renewed her OWWA status to maintain full coverage. Similarly, Gladiz Songcuan, 41, a promoter and 17-year resident in Bahrain, reactivated her SSS and Pag-IBIG accounts, emphasizing the necessity of keeping government benefits active while working abroad.
Upskilling Through IELTS and Barista Training
Beyond administrative support, the day prioritized career advancement and future livelihood opportunities for OFWs through two major educational sessions. At the Crowne Plaza Bahrain, over 50 professionals attended the first of a five-part IELTS orientation series organized by OWWA, MWO-Bahrain, the Philippine Teachers Association Bahrain (PTAB), and the Filipino Club. Led by Dr. Arthur Basbas, the session focused on mastering listening comprehension techniques for both Academic and General Training modules.
Meanwhile, a two-week practical Barista Skills Training program was launched at Medici Global Professional Development & Consultancy WLL in Gudaibiya in partnership with MWO and OWWA. Facilitated by Edmund B. Cammayo, the inaugural module introduced 20 OFWs to coffee bean varieties, essential barista tools, and espresso preparation.
Addressing the barista trainees, Ambassador Gallaga highlighted the value of continuous self-improvement, stating that learning to prepare a good cup of coffee requires dedication, discipline, and continuous practice. In the same way, investing in oneself today broadens horizons and creates greater opportunities for tomorrow. OWWA Welfare Officer Juvilyn Gumabay added that while some OWWA activities faced temporary suspensions due to recent regional tensions, the agency remains steadfast in delivering skills development programs to ensure OFWs acquire practical competencies for present or future careers.
Community Support in Action
Complementing the official government efforts, local community group Alpha Phi Omega Bahrain Alumni Association (APO Bahrain AA)—led by Mrs. Maryam Padayao—provided volunteer assistance throughout the Lingkod Kababayan event. Members offered free coffee and document photocopying services to visiting workers, exemplifying their core values of leadership, friendship, and service.
Together, these synchronized initiatives highlight an integrated strategy by diplomatic authorities and community stakeholders to build a more resilient, skilled, and empowered Filipino diaspora in Bahrain.
